Verizons wireless is quite affordable. The second best after that is the wireless service provided by Comcast.
Sprint is currently offering a monthly plan which includes unlimited talk, text and data for 99.99. This is a better deal than Verizons equivalent which would total 119.98 a month.
If you sign up for Verizon's internet phone service yes you do have to sign a contract. There are lots of phones out there now a days where you can simply pay as you use though.

The best phones for preteens would be the best phones for anyone. THE best phones is the new iPhone. Nothing competes with it in the continental U.S as far as performance and reliability. The Droid however, does take a significant portion of sales. It's another highly recommended system, and comes in much cheaper prices than the iPhone. You also have the T-Mobile Sidekick option, which I highly recommend for teens since it was made for texting - which is pretty much all kids do. The Motorola Hint is a decent phone, and attractive to the eye, but not remarkable. I would recommend it because it's easy to text with, and fool proof in use. Besides that, little else can be said for the phone
CDMA is a type of network that cell phone company's use. There are to meager types of networks that are used CDMA and GSM. Cell phone are usally made to work on one or the other network. The Iphone is GSM and Verizons Dare is CDMA but some phone can work on both like the new Blackberry storm.
