George Washington was the first president, therefore no one came before President Washington. If you are speaking of Washington D. C., then it was Thomas Jefferson who was president when Washington D. C. was established as the nation's capital. This was done to satisfy the southerners who wanted the capital to be closer, on the Potomac River. Jefferson was the first to serve in D. C., whereas Washington and Adams served in Philadelphia.
