In order to disable messenger in Windows 7, you need to either uninstall it or stop it from starting with your computer. I suggest stopping it from starting. To do this, click on your start menu and type "msconfig". Right click on this and select "Run As Administrator". Now, go to the "startup" tab and find windows live messenger. Uncheck the checkbox next to it and click on "Apply". Now click on OK and restart your computer. Messenger should be gone now.
