It was someone who got evacuee(s) off the train then went round the houses asking the home owners to take in an evacuee(s) and if they wanted a boy or girl (if they accepted)

In wartime (ex. First World War), a billeting officer is someone who, ahead of troops returning from their stretch of time in the trenches, was in charge of finding accomodations for the soldiers. This may take the form of an old barn behind the lines or, as in the Second World War, empty homes or even homes in occupied territories, as for officers.
