As of August 2013, the amount that a Chinese Commercial Makarov is worth around $250 in good condition. The Chinese Commercial Makarov was first made in the 1970s.

The non-military variants will be marked "Baikal-442" or "IJ70". The military models will always be chambered in the 9x18 Makarov cartridge (whereas the IJ70 was also available in 9x17/.380 ACP), and they will have the Izhevsk arsenal marking (arrow inside of a triangle). Pistols made in East Germany (which, by the way, are the most highly sought after of the Makarov pistols) will have their markings in German, Chinese pistols will have Chinese markings (and these are also manufactured through casting, rather than forging). The Bulgarian pistols will have Cyrillic markings, as well, but they won't have the Izhevsk arsenal marking (arrow inside of a triangle).

The .380 ACP is also known as the 9x17mm, 9mm Short, and 9mm Kurz. It is the ONLY ammunition which can be fired through a .380 pistol. The 9x18mm Makarov (whose bullet diameter is actually 9.3mm) and the 9x19 Parabellum/Luger cartridges ARE NOT compatible.
Depends. .380 ACP is used to refer to the 9x17 cartridge. It is not interchangeable for use in 9x18 (9mm Makarov), 9x19 (9mm Parabellum/Luger), or any other firearm designed for any cartridge other than the .380 ACP/9x17 cartridge.
The .380 ACP is a 9mm cartridge - 9x17mm. That is the ONLY cartridge which can be fired from a .380 pistol, and the 9x18mm Makarov, 9x19mm Parabellum/Luger, 9x21, 9x23, 9x25, etc. cartridges are NOT compatible. The Makarov cartridge actually uses a 9.3mm projectile, which is too large for the .380, and the 9x19 cartridge uses too long a case, meaning you won't get proper headspacing in the chamber, and it's designed for a locked breech pistol, generating too much pressure to be safely used in an unlocked breech pistol such as a .380. Do not attempt to use any ammunition other than what your firearm is intended to shoot.
