Depending on the vehicle, a diff bearing kit is a kit you can purchase that contains all the parts to freshen up a differential. This usually includes the pinion bearings and races, pinion bearing shims, pinion seal, pinion crush sleeve, pinion lock nut, carrier bearings and races, carrier bearing shims and a new gasket.
Use a die grinder with a cutoff wheel and cut the race in half taking care not to touch the shaft. If the bearing race spun on the shaft and froze on to the shaft chances are the shaft is damaged.

No. Either the inner, or outer, at least one race, has to be a press fit, otherwise it is no longer a bearing that is needed. A bushing would work. With both races turning you eliminate the bearing.

Depends on where the bearing is - if the bearing is on a shaft and the balls are gone and all that is left is the race you might be able to cut either side of the race and snap it off with a chisel. If it's not that, you might specify exactly where the bearing is that you want to remove.
