calliper seems to be sticking up
A calliper is any tool with a claw-like shape/movement, like a calliper micrometer, which is used to measure the size of small parts with high accuracy, or the calliper brakes on a bicycle or a car with disc brakes.
The right calliper, on a car, is independent from the left calliper which means one can go bad and the other is just fine. Callipers can be dirty or they may need tightened if they are too loose.

There isn't one the disk is held on by the brake calliper. You need to remove the calliper bolts with an Allen key tool then remove and support the calliper. Once that is done the disks should just slide off
A caliper can be used to measure the internal and external diameter of a tube with about a 5cm bore. Make sure to use the appropriate jaws of the caliper for accurate measurements. Alternatively, a micrometer can also be used for precise measurements of the tube's diameter.

The gradations are in micrometres.
A brake calliper for a 1986 Ford Ranger would be likely to cost between $20 and $40, depending on where you source it.
