K is not an endorsement it is a restriction for intrastate only. That means a CDL with a K restriction is only valid in the issuing state only.
You must obtain an A3 (Med Cert Exempt) restriction in addition to your K restriction if:you were issued a K restriction because your original CDL was issued prior to September 9, 1999, andyou were not able to meet the federal medical requirements.The two restrictions together will verify to law enforcement and USDOT representatives that you are not required to have a USDOT Medical Examiner's Certificateand that your operation is limited to New York State only.
You would need to specify your state in order to determine what the "K" restriction is. Restrictions are federally regulated, but restriction codes can vary by state. Any time I've seen a "K" restriction, it's been a restriction prohibiting the operation of a CMV equipped with air brakes (any vehicle requiring a CDL, regardless of weight class, is considered a CMV - a vehicle under 26,001 GVWR requires a CDL if it's carrying quantities of hazardous materials requiring the display of placards in accordance with CFR49 or if it's a bus designed to transport more than 15 persons, including the driver). You seem to be under the impression that the "K" restriction is an intrastate-only restriction (and it may be.. again, codes vary between states, and I don't know your state). This only applies to CMVs, and not to commercial vehicles which do not require a CDL. So, in not so many words, yes, you can operate the specified vehicle out of state.
