A cull is any coin (not just a dollar) that is so badly worn or damaged as to have no collector value. For example, early buffalo nickels and standing Liberty quarters both had design defects that caused their dates to wear off quickly. Without a date you generally can't value a coin so it automatically becomes a cull.
Silver culls are of course worth at least something for their metal content.
