An encyclical is a Catholic thing - it is a letter from the Pope. Since the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) does not have a pope and is not affiliated with the Catholic church, they do not have encyclicals.
The Mormons do have something similar, called a "First Presidency Letter". This is a letter written by the top leadership of the Church to all congregations of the Church or to a large group of congregations (for example, all congregations in a certain state or country). These letters are then read during worship services. They usually contain instruction regarding a specific upcoming event or reiteration of Church doctrine or policy regarding a current event. For example, each year near election time, there is a First Presidency Letter issued which reiterates the Church's stance on political nutrality, reminds members that churches are meant for worship not politicking, and encourages them to participate in the election by voting.
