Heck, no. NaCl (table salt or Sodium Chloride) is formed as a result of an ionic bond. A hydrogen bond is usually, if not always, in reference to water, and is much weaker than an ionic bond.
As concentration of a solute (like table salt) in a solvent increases, the freezing point of water lowers. The vapor pressure also decreases, and the boiling point increases. These are known as water's colligative properties.

Table salt is the result of an ionic bond. These ionic bonds are formed as a result of a chemical reaction between chlorine and sodium.

The "drawdown" or "cone of depression".
Yes. Rivers, lakes, and springs occur when the water table reaches the surface.
a spring
the local water table could be lowered, causing many local plants to die.

0Tubewells help treat the salinated soil by bringing down the water table as it sort of sucks up water from underground. This extra water is then flushed down the affected area. It carries the salt, which is now diluted, to canals and rivers. The area does not have a layer of salt on it anymore and the water table is also lowered to prevent salination from occuring again.
