Two issues here:

First, military pay is largely related to time in service and time in grade (rank). There are additional incentives for duty type, hazard, combat, etc. as well as dependents and number of dependents and living situations.

JAG duty is not a component of pay or rates of pay.

Who were the army captains in Desert Storm?

Well, at least you defined captains for at least one branch of service...the army. Because there are captains in the NAVY, COAST GUARD, MARINE CORPS, and the AIR FORCE. But you didn't mention which nation (country); Army Captains of Britain, France, the US, etc.? However, the above was strictly information for future knowledge; unfortunately, you'll most likely never know (highly improbable) the names of the captains during DS; as normally (for US Army outfits anyway) there are at least 11 captains within a typical battalion; and there were dozens of battalions involved with DS. Next difficulty are the airmen; helicopter and fixed wing pilots/co-pilots/navigators are always officers...the most common rank is captain. There's another thousand names to throw into the hat! The higher the rank, the less names there are to remember.
