A Bank vault is usually constructed of a zero slump concrete that's vibrated to reduce air pockets, certain rocks, minerals and metals are mixed into the concrete to resist torches jack hammers, and the like. also there is a complex webbing of rebar. Beyond that a stainless steel plate probably 1/4 inch. Also the door is made of hardened steel, to resist drilling, mild steel to resist brute force. Tight tolerances in gaps and hinges resist explosives. Also there is usually combination locks (digital now adays) and a time delay lock.....also electronics for alarms....don't ask about the safety deposit boxes, that's a whole other speech.
hope this helps.

no it is not. Well, some are ... but it's dangerous, expensive, and silly. A bank vault is designed to keep money in and people out, making it hermetically sealed is overkill, especially if you get locked in.
