He appoints a Barangay Secretary who becomes and is considred a barangay official with the same honorarium ( salary) as the other elected officials of the barangay council. The Chairman of this council is the barangay Captain. The captain can hire a private secretary and pay the position from his own personal fund.

I suggest, get it from your barangay through the barangay treasurer, since your barangay will be entitled to 50% share.
