Why didn't the UNSC create more Spartans?
Cost and overwhelming dislike from certain high ups in the chain of command. In total there were 3 spartan programs however. The 1st consisted of volunteer ODSTs and Marines which ended up failing. The 2nd is the Spartans we know and love from the game (and books). The entire program ended up costing so much the UNSC could have bought a battlegroup of ships. After the Spartan II's almost died off completely, except the Master Chief (or if you read the books there were about 4-6 other Spartans still left after Reach), a 3rd program started. The person most opposed to the original spartan programs ended up doing this one. Spartan III's had poor training and armor compared to their counter-parts but were better in their own ways. They were used as suicide troops to take out key covenant targets and were kept secret from the rest of humanity. In essence the UNSC did train (create) more Spartans... just no one knows about it.
What is a fast way to level in wow?
The fastest way to level in WoW as a tank or healer would be to get some good heirloom kit and run instances from level 15 on. Since tanks and healers are in short supply, you should be able to level all the way to 60 at least without even leaving town. Between runs, check the AH for consumables and better gear, and visit the trainer when you level up. If you are a DPS, combine leveling doing quests and running dungeons (as you will probably see longer queues). As a skinner, grinding mobs gives XP and sellable skins, so focus on quests that require killing beasts. If you are very good at PvP, it is also possible to level simply through running Battlegrounds. However, as there are very few people doing it, this might not be very successful. On a Battlegroup that has a lot of people in it this might still be valid, however. Run a couple of BGs and see if the queue times are good, else stick with quests and dungeons.

Canadian soldiers, specifically the commandos of our special forces unit Joint Task Force 2, were in Afghanistan from the very beginning. In 2002 a battlegroup from 3rd battalion PPCLI was sent to Kandahar to aid in hunting down remnants of the Taliban and al Qaeda. In 2003, Canada began participating in the International Security Assistance Force (ISAF) in Kabul and sent more than 1,000 soldiers at a time on 6-month rotations to the Afghan capital. In 2006, Canada agreed to send a battle group and brigade headquarters to Kandahar for the transition from U.S. control (operation enduring freedom) to NATO control (ISAF) and has maintained a fighting presence there ever since.
