The telecom and banking sectors are emerging as the biggest contributors to the national treasury, while the manufacturing sector is slipping on the list of largetaxpayers. This is what the latest Top 10 Taxpayers List 2009/10 illustrates.The Top 10 Taxpayers 2009/10, prepared by the Ministry of Finance, also shows that Nepal's private sector has maintained its growth path despite the political transition and deteriorating business environment. The fact that seven of the top 10 taxpayers are from the private sector speaks volumes about the contribution of Nepal's corporate sector to the national economy.The honour of being the No. 1 taxpayer, however, goes to a state-owned enterprise Nepal Telecom (NT). NT has held its position as the largest taxpayer in the country for four straight years, thanks to its massive client base and expansion drive. The state-owned telecom giant paid Rs 9.66 billion in income tax and value added tax (VAT) to the government in 2009/10, an increment of 30.18 percent over the previous year.Surya Nepal and Gorkha Brewery, the only two companies from the manufacturing sector among the top taxpayers, are ranked second and third in the top 10 list. Surya Nepal, manufacturer of cigarettes and readymade garments, paid Rs 5.93 billion into the government coffers. Gorkha Brewery, a leading manufacturer of beer, chipped in Rs 3.09 billion in 2009/10.Spice Nepal, the first private sector mobile operator, is in the fourth place with a contributionof Rs 2.07 billion, up 7.61 percent from what it paid inthe previous year.Five commercial banks have taken the fifth to the 10th positions, confirming the rapid growth of Nepal's service sector. Nepal Investment Bank Limited (NIBL) climbed two notches to make it to the top five, displacing Nabil Bank. NIBL paid Rs 778 million in 2009/10, securing the distinction of being the highest taxpayer among commercial banks. The bank is also No. 1 among private commercial banks in terms of net profit in 2009/10.Nabil Bank, the country's first joint-venture bank, has slipped to the sixth place, contributing Rs 747.44 million, followed by Standard Chartered Bank, which paid Rs 655.67 million in the last fiscal year.State-owned Rastriya Banijya Bank (RBB) has maintained its eighth position in the 2009/10 list. Expansion of branches and introduction of new products and services have helped RBB to contribute Rs 611.95 million.In the ninth position is a new entrant, Rastriya Beema Sansthan, which contributed Rs 542.33 million to the government last year. Everest Bank paid Rs 535 million to maintain its 10th position in the list.A close look at top 10 list gives an idea of how the country's economy is currently doing. The dismal growth of the manufacturing sector is reflected by the fact that only two companies in this sector have been able to make it to the top 10. With the industrial sector being badly hit by a series of disturbances-from energy crisis to militant labour-the weak presence of manufacturing companies in the list is not surprising. The fact that Surya Nepal and Gorkha Brewery have managed to stay in the top three positions shows their entrepreneurial capabilities despite going through turbulent waters.Despite being the largest contributor to the national tax net, the private sector still feels its contribution has been undermined by the government.In the early 2000s, the government used to honour the biggest taxpayers with the title Commercially Important Person. CIPs used to enjoy special privileges like a separate lounge at Tribhuvan International Airport. What are the Achievements of 11th five year plan of India?
The highlights of the achievements of this Ministry. The allocation of funds for various schemes/programmes for tribal development has been increased from Rs. 630 crore in 1999-2000 to Rs. 810 crore in 2000-2001 and Rs. 1040 crore in 2001-2002, representing an increased of 65% over the year 1999-2000. A National Scheduled Tribes Financial and Development Corporation (NSTFDC) has been set up with an authorised share capital of Rs. 500 crore. NSTFDC is an apex institution for financing economically viable projects for Scheduled Tribes and extends financial assistance at concessional rate for income-generating schemes costing upto Rs. 10 lakh per unit, provides grants for skill development programmes for STs and fill the unit, provides grants for skill development programmes for STs and fill the critical gaps by providing backward and forward linkages for activities undertaken by STs whose family income does not exceed double the poverty line income limit. Level of Special Central Assistance to Tribal Sub-Plan of States/Uts increased from Rs. 400 crore in 2000-2001 to Rs. 500 crore in 2001-2002. Close monitoring is being done to ensure full and proper utilization of the funds provided to the States/U.Ts. Level of grant-in-aid to States under art. 275(1) of the Constitution increased from Rs. 200 crore in 2000-01 to Rs. 300 crore in 2001-2002. Major shift in the procedure for release of grants has been made. Grants are now released for specific infrastructure and other projects after discussion with the State Governments to achieve better targeting of the expenditure. 100 Residential Schools proposed to be set up during the 9th Plan period by utilising part of the allocation for grant-in-aid under art. 275(1) of the Constitution, to improve the quality of education being imparted to tribal students. 75 Residential Schools have already been sanctioned, out of which 12 schools are already under operation. Funds provided to State Governments/Uts for construction/improvement of about 1400 kms of roads in tribal areas, 250 staff quarters for schools, 200 school and hostel buildings 1600 class rooms, 50 community centres, and also for drinking water facility, rural electrification, culverts/cause-ways and rural irrigation projects. During Tenth Five Year Plan, about 510 projects of NGos were provided financial assistance to the tune of Rs.146.16 Crore under the scheme of "Grant-in-aid to Voluntary Organizations" which benefited about 4.63 lakh scheduled tribe people. Encouragement is being given to performing NGOs by entrusting need based projects in service deficient tribal areas For the development of Primitive Tribal Groups, Rs. 105.03 Crore were released during Tenth Five Year Plan for various activities viz. housing, land distribution, land development, education, agriculture/horticulture development, health, etc. taken up through State Governments and NGOs. Besides this, lives of heads of 409500 number of PTG families were insured under "Janshree Beema Yojanna" of Life Insurance Corporation of India. Post-Matric Scholarship for pursuing post-matriculation courses, including professional, technical and non-professional/non-technical courses extended to Rs. 3.66 lakh ST students during 2000-2001. Construction of 92 boys and 40 girls hostels sanctioned. Construction of 36 Ashram Schools sanctioned Durings Tenth Five Year Plan, total 29113 ST youths were provided vocational training through State Government and NGO run institutions (21583 youths trained through States and 7530 through NGOs) with a financial support of Rs. 30.63 Crore (Rs.24.35 Crore to States and Rs.6.28 Crore to NGOs). During Tenth Five Year Plan, 84 educational complexes for Scheduled Tribe (ST) girls were supported in identified low literacy districts through NGOs and autonomous societies of the State Governments, with an amount of Rs.33.34 Crore which benefited 9646 ST girls. In order to secure higher earning and generate employment opportunity to the tribals, the Tribal Co-operative Marketing Federation of India (TRIFED) procured and marketed minor forest produce in the order of Rs. 76 crore and Rs. 78 crore during 1999-2000 and 2000-2001 respectively
