there is not a bleeder hose on the brakes. but there is a bleeder valve on every brake on every wheel
The most important use for the bleeder valve is to remove air from the braking system. As air rises and will not flush out of a bleeder mounted low on the brake the bleeder needs to be at the top.

the valve is probably corroded or there is sediment in the line and settled inside the bleeder. Remove the bleeder all the way and see if you get any fluid. be ready to re install the bleeder as you get fluid flowing. If you do not pump the brake pedal with the bleeder out you should be able to replace the valve with a new one quickly then bleed the brakes so get the air out.
If the Cavalier bleeder can not be removed with pliers, try a screw removal tool. The tool has angled threads. Slide it into the broken bleeder then turn it, the threads will grab the bleeder and should back it out for replacement.
