you need a action replay and get the infinity master ball cheat start the game (you also need the pokedex and nationaldex 100% compleat cheat) then take you pokedex to professor Rowen he says its complete then professor oak comes and switches your pokedex with the nationaldex after that look up deoxys in your nationaldex look at its number and minis it from your infinite master balls (you may need paper to do the math) then toss the amount of master balls that equal your math answer then walk in tall grass while holding L button and and once you do that your deoxys will with what ever level Pokemon are in that area. (for level 99 put on those cheats + the level 99 Pokemon cheat and do all that is typed down here and there is your deoxys) There is no way to get a level 100 deoxys with cheat so train your level 99 deoxys until it levels up.
