they are very high up in the atmosphere and since it is very cold up there ice crystals form instead of water droplets they then usually form a wispy looking cloud, sometimes they are called "mare's tails"
The arctic tundra gets the northern lights, or aurora borealis. The southern lights, or aurora australis, occur in high southern latitudes.
The question should be: why are they only seen nearer the Polar regions? The temperature is immaterial. They result from ionising particles radiating from the Sun, interacting with the Earth's magnetic field. Since the latter can be considered to act as a bar magnet with its poles near the rotation poles, the aurora surround only the magnetic poles hence the planet's high latitudes (North and South). They are occasionally seen further South, very rarely even as far South as Southern English latitudes, although from there only as a glow in the Northern sky.
This is because at those high altitudes, the air is too cold for water to stay as water, so the rising water vapor freezes into ice crystals, to form cirrus clouds, which are wispy because of ice.

The high latitudes have cold climates that are more difficult to live in. most of the land mass of the earth is currently not at high latitudes, so there is more land elsewhere for countries to be formed in. consequently, there are only a few countries at high latitudes.
