Windows explorer is the process which allows you to view your desktop, icons, browse folders. You can find it by opening task manager and locate explorer.exe

Nearly every item on the windows vista desktop is considered a object. Objects found on the desktops can be short cuts for programs folders an icons representing background programs running.

Desktop icons are the most commonly recognized icons by most people. They are used to convey purpose of an available function on a computer. On a very graphic oriented Windows environment such as Windows XP the common desktop icons you might see are "My Computer", "Recycle Bin", and various file folders with labels. Other operating systems such as Macintosh, and Linux desktop environments like KDE also use desktop icons in much the same way but the extension, resource or file name suffix differ. Generally icons from one operating system would need to be converted to work on a different OS.

If you have downloads on windows 8 that is not showing up there is a way to fix it. You can go to your desktop; click on the icons that says libraries, then go to the list of folders located on the left pane and find the one that says downloads.
A program called Windows Explorer, controls the Icons, The taskbar, and the windows, such as folders, My Documents, and My Computer. Your computer starts up more essential things first, then loads up Windows Explorer (Windows Explorer should not be confused with Internet Explorer.)
Don't know if you are talking about any specific application but to view desktop icons, right click on desktop go to 'view' and select/check (if unchecked) 'show desktop icons'.
