There are two different words involved here and your question does not spell either of them correctly. A Councillor is a member of a council. "The Mayor and the town Councillors cut the ribbon to the new Town Hall."

But a counsellor is someone who gives counsel, or advice. In your school you may have a guidance counsellor, an advisor on careers and the like.

It is purely American usage to refer to a lawyer as a "counsellor"; elsewhere a lawyer in court is referred to by the title "Counsel" (an advisor to the court), which was likely misunderstood and corrupted by American usage.
