Yes a country can be a monarchy and a democracy because a country can be ruled by a king or a queen and still be a democracy. Like thailand it is ruled by a king or a queen but they are elected by the ppl. So the power still lies in thehands of the ppl :-)

Depending upon the nation, a Monarchy can be a Kingdom or Principality. The country of Monaco is ruled by a Prince, but Monaco still has a government along side it's Royal family. Other nations will have an Empire, which there will be ruled by an Emperor or an Empress.
Because, as with any country ruled by a monarch, its citizens are 'subject' to the laws of the ruling king or queen.
