Basically, it is trading volume by institutional (big) players in the market, and it is not tracked (for public disclosure).
There does not appear to be anything that can be put in your pool to redeye your concrete in the pool dark blue. This can only be achieved by draining the pool and painting the concrete a dark blue color.

Absolutely. After replacing my white liner with a dark blue one I notice a difference of 5-10 degrees in the pool water depending on the amount of sun we are getting.
