If you buy or sell an item on EBay once the transaction is complete and you have sent or you have your item, then you leave a feedback comment to say how the transaction went, i.e. was the item posted quickly and well wrapped etc if you bought an item, or if you sold an item, did the buyer pay immediately etc. EBay have just recently changed their rules so that now Sellers can no longer leave any negative comments for buyers. This is to protect buyers who left honest negative comments from receiving retaliatory negative feedback from the seller.

To leave feedback, you need to be in a transaction with another eBay member (that is, you need to be either the winning buyer or the seller of an item). You can only leave feedback once for each transaction, although you can also leave a follow-up or reply by going to the Feedback Forum (which you can find by using the link at the bottom of any eBay page). If you are eligible to leave feedback (as above) but are unable to, try again another time.

Feedback is sort of a list of reviews that you could have had with that person or thing. They include opinions, experiences and such. This is mostly for e-commerce and ebay.
Look at the listing for the item you purchased. There's an option to ask the seller a question. You can politely ask them if they'll leave feedback. And if they don't leave feedback, then you'll just have to live with it.
