On my 4 cylinder 1996 XE the fuel filter is mounted on the passenger side inner fender towards the fire wall (fire wall is the metal wall that seperates the driving compartment from the engine compartment). The round canister type filter is mounted vertically in a clip type holder. One hose comming in the bottom (from the gas tank) and another comming out the top (goes to the fuel injectors).

There is no relay for the fuel gauge. It is powered directly off the ignition switch. The fuel pump relay is behind the driver in the engine compartment on the fire wall just forward of the air cleaner.
