One of the resolutions passed by the Congress was the First Flag Resolution in 1777 to determine a flag. It was not very specific in the design of the flag so there were many interpretations. It is thought to have been passed by the marine committee to get a naval sign as well as the Continental Congress passed the resolution to determine a united nation flag.
