You probably have a faulty temp blend door actuator in the front. It is located directly behind the radio on the front of the AC/heater case.
I had that same problem and I found on mine that that the plastic door that moves up and down to cover or un cover the rear heater core was broken. I also worked on a buddies that the rear electric actuator motor was bad. to fix the plastic door, you either have fabricate another one or buy the whole rear a/c heater assembly(NOT CHEAP!!!) Ford seel it for about $400.00 for the assembly. If it is the electric actuator it cost around $ 50.00 from ford.
