These are super old methods that won't survive in the modern day meta-game. (2012 lol). Right now, a pure Water deck wouldn't do you any good. You could use cards such as Deep Sea Diva, Spined Gillman, and Hamer Shark so start some xyz/synchro combos.
All decks, in my opinion, should be main decking 3 Effect Veilers, 2 Maxx "C", and a Gorz. They are all around solid cards. Most decks nowadays revolve around an archetype, which is basically cards that work together well with similar names (Example: Inzektors, Wind-ups, Lightsworns, etc.) A good Water archetype is Gishki, which is all about Ritual summoning powerful cards. Ritual summoning is a pretty old and usually weak strategy, but Gishki's bring them back to life.
Sorry but both of these answers were only half-accurate. When you are building a water deck, identify your theme. Does it use beatdown methods (Summon level 5 monsters without tribute by A Legendary Ocean), or does it use control methods (Gravity bind/level limit area B and use of water control monsters like aqua spirit and gora turtle), or is it a "combo deck" (get out levia dragon or codarus as fast as possible and destroy your opponent). Or is it a mix of any of the 3? You need to know your objective because water monsters are focused on one of these 3 things. Add monsters, spells and traps that will help your cause. A deck that isn't on this is the Fish/synchro (Coelacanth and Royal swamp eel) and sea serpent/synchro (deep sea diva), while these aren't true consistent WATER decks you might want to think of using one of these decks with your water support. Anyway here are things you must follow for the beatdown, combo and control decks I've listed. (this can change if you want to use fish or sea serpent centered decks)
* DON'T USE UMI! Use A Legendary Ocean instead. It's treated as umi so you can only have 3 total of A legendary ocean and umi Combined. A Legendary ocean will help all Water monsters not just aqua fish and sea serpent. It also lowers their levels which is very important! Also get 3 Warrior of atlantis as this card searches out A Legendary Ocean but does not search out umi!
* Get Forgotten temple of the deep, at least 1. Use it in 3 if you have combo deck.
* Get at least 2 of Aegis of the Ocean Dragon Lord.
* If you want to use Ocean dragon lord neo daedalus, make sure you have at least 2 levia dragon daedalus in your deck.
* Use Mother Grizzly, A Legendary Ocean, Warrior of atlantis at 3, always!
* Don't use structure deck 4 as-is because of the above neo-daedalus tip and tribe infecting virus is forbidden. Also you can find better cards than 7-colored fish, like abyss soldier.
* Try at least 1 B.E.S. crystal core, it is no tribute with ALO and has good control effect and ATK.
* Keep at least 1 of amphibious burgroth mk3 and mermaid knight each in your deck
* For Hydrogeddon, either use 3 in your deck or none at all!
* Unless you are using a combo deck, with levia dragon daedalus in 3's, don't use any more than 1 big wave small wave. In fact, i would recommend not to use it at all.
* Lastly don't forget to keep it close to 40 cards!

My water deck. I've used it for close to 5 years now, but I am constantly changing it as I have a wide range of opponents. Based around Umi, A legendary Ocean and subsequent support spell and trap cards, I would list my favourites and core cards as;
1. 2 x Ledgendary Ocean

4. 2 x Gagagigo
5. 2 x Giga Gagagigo
6. 2 x Big Wave Small Wave
7. 1 x Mobius the Frost Monarch
8. 1 x Zaborg the Thunder Monarch
9. 3 x Amphibious Burgoth Mk #3
10. 3 x Mermaid Knight
the rest are constantly chaning spell, trap and monsters.

The best deck for this card would most likely be a beast or an EARTH deck.

It can be a good deck. you just need the cards to go with it. Like you need Quilbolt hedgehog, hes a good card to go with a synchron deck. also junk, Nitro, Road, Turbo, Quick, and hyper Synchrons. and then you need cards that help bring them out.

Get the warriors triumph structure deck and improve from there.
