Any white glue.
Hot glue will not work as good on pop sticks as wood glue, which will provide much better bonding.

The best way to glue popsicle sticks is to use a good PVA glue. TiteBond 2 or 3 if you have it is best. Elmer's white glue is reasonable and cheaper but also makes a similar joint for craft purposes.
The only real glue you can get high i with is Krazy Kola Loka. You have to smell it for about 15 minutess then you will start feeling the high. It is not good for you. and obviously the guy above has sniffed glue before. lol well hasn't everybody sniffed it? :L

Some adhesives are formulated so they do not need air drying - they are not solvent based. Post-it notes would be a good example.
