It depends on what the priority is. If you would like a good all around inexpensive makeup.... meaning foundation/blush/eye makeup, then Revlon and Loreal is good.
Honestly though considering the makeup counters at department stores, Clinique would be best. The price on Clinique makeup is more than Revlon, but much less than Lancome/Estee Lauder/Clarins.
Clinique makeup is recommended by dermatologists because it is non-comodogenic (will not clog pores) and is fragrance free. These factors make it an excellent choice for younger acne prone skin. It really pays off to spend more on makeup you can try at the counter and see if you like before purchasing. If you buy makeup at the drugstore, you can return the product if it is not the right color, but many times you might find that the one you exchange it for, is also the wrong color = waste of money. Great makeup though starts with great skin. A good cleansing and moisturizing routine every day should be practiced and if possible, a consultation with a dermatologist can always answer so many questions you never even thought you had.

With two exceptions, I agree with the above.
The exceptions are eye shadow and lipstick. Clinique has good products in both categories, but not a really huge range of shades. For those two, I like MAC, which costs about the same as Clinique but has--easily--twice as many shades as Clinique.
