The mice often have inadequate strain relief either where the cable joins the USB connector or the mouse body. I've had lots of problems with this, especially on cheap brands. These problems are not repairable, the mouse is junk. Targus recently upgraded their mice to use good strain reliefs. I am also having reasonable luck with Verbatim mice. For a cordless mouse it might be dirty battery contacts or a dying battery. Also make sure it is properly paired with the computer.
