if by party, you mean the 6 main pokemon, then i would suggest a variety of different types. for example i have;
1.lv.93 lugia-pshycic type(caught at whirl islands)
2.lv.74vapareon-water type(evovled from eevee with water stone)
3.lv.81raikou-electric type(1 of 3 ledgendary dogs)
4.lv.96meganium-grass type(evolved twice from chikorita, a starter pokemon)
5.lv.76moltres-fire type(1 of 3 ledgendary birds)
6.lv.95haunter-ghost type(evolved from ghastly)
the level doesnt matter i thoguht i'd just throw that in there. a strong variety of pokemon is the way to go.

If you have another Pokemon game to migrate or trade them onto your SoulSilver, they're good. It depends on their level. If you're going to battle the elite 4 you won't have a very good chance of succeeding.
