How would you explain these policies to your friend? What does this rule mean to you? What could be done to change the rule?

Just write have an introduction and a thesis. In your thesis state what idea or ideas you have. Then write a body paragraph for every idea. Then write a conclusion, re stating your thesis and highlighting the main points. Hope I helped:)
