Before you consider what online consider colleges, consider what photography degree you want. Here' a good website that'll help you in both cases: http://www.allartschools.com/art-careers/photography/photography-degree

Before exploring photography programs, it is a good idea to think about characteristics of the college you want to attend - urban v. rural, large v. small, near to or far from home, etc. Once those have been decided, you can look through schools with good photography programs at http://www.findyourartschool.com/programs/photography/ and narrow your options.
I think any community college offer photography courses, unless you want to get into more serious stuff such a journalist or reporter and want some education in ...
Photography is definitely an option for a college major. Many people who want to work for newspapers or magazines will study photography. It is generally part of an Arts Degree.
For fashion photography you want to get a BA or BFA in Photography--with emphasis in fashion, portrait and/or photo journalism. You'll find these areas in top schools such as Brooks Institute, RIT or School of Visual Arts.
You don't need a college degree per say,but you do need a good camera and a back up one just in case and and a very good portfolio.
