.223 (maybe) definitely a .243. The BEST deer rifle is a 25-06 (Long story short .223 = good not much effect, .243 = GREAT for beginner, later on you will want a 25-06. 25-06 = BEST!)
I say a good rifle would be a bolt action type. Nothing too high powered.
Single shot bolt action .22 rifle.
If you are looking for a good, quality, accurate, air rifle, look at the Beeman R7. It will last you a life time. You will enjoy shooting it. I would call it a Target only gun. You will need more power for hunting.

Depends on the 12 year old. The 30-06 has significant recoil, and is not a beginner's rifle. IF the 12 yr old is physically large enough, and experienced shooter, it could be. But would not be my first choice for a new shooter.
