i am thinking that he probably is depressed and he don't know if he should say anything to you because hes scared that he might make a mistake talking to you usually when a guy looks at you sad then don't really say a word to you somethings bothering him try talking to him like say one word like hi then smile at him then walk away that might get his attention good luck
