Sort of. Lithium loses one electron in order to achieve the noble gas configuration of helium, which has only two valence electrons in its 1s sublevel. The octet rule refers to the fact that atoms share or transfer electrons in order to achieve a noble gas configuration with eight valence electrons, called an octet. Helium is an exception to the rule.
The periodic table has been set up to illustrate the repeating nature of the elements as we progress along their atomic number. Cl (chlorine) and Br (bromine) are very similar because they both have seven valence electrons, and both need only one more to be like a noble gas. (The need to have eight electrons in the outer main shell is called the octet rule, and the reason for this is understood by scientists, but is complicated.) The similarity in the structure, and chemical behaviour of chlorine and bromine puts them in the same group in the periodic table.

Even under British rule, Canada was called Canada. Even before it was united from coast to coast, there were two colonies called Upper and Lower Canada.
