If they were hunting for targets they would be a "pack". Certainly there was a tendency in WW2 to refer to German submarines as a pack as in "Wolfpack" for the nature in which they hunted and usually destroyed targets. But I believe the navy, in its less belligerent moods calls it a "flotilla."
