The HLO is the person responsible for directing, loading, and unloading of personnel and equipment from helicopters on offshore platforms, ensuring all are secure prior to flight operations. It is usually done by a person that has another job Medic, or Crane operator as an example. The company decides who does the job. They also notify the pilot of sea state, weather that could interfere wit landing or take off.
