Junior maids are often children of the bride or groom. Sometimes the Bride and Groom have a flower girl, but if a young girl is 11 - 15 they are usually made a Jr. Maid or Bridesmaid.
Usually someone younger than the rest of the bridal party (such as a pre-teen or young teen sister or cousin), but someone who is too old to be a flower girl or miniature bride.
A junior bridesmaid is someone that is a minor, but they are still acting bridesmaid.
A junior bridesmaid can be put in charge of serving punch or making sure guests sign the guestbook.
This is definitely an opinion question, but I am the wedding coordinator for my church. Generally, one leads off with the junior bridesmaid, then the "regular" bridesmaids, maid or matron of honor, the the ring-bearer and flower-girl just before the bride. This is not set in stone. For example, if the junior bridesmaid is the big sister of younger attendants, then put her after the other bridesmaids (but before the maid/matron of honor) so she can help keep them calm and focused. If your bridesmaids are walking in with escorts, the junior bridesmaid can go before or after if she's paired up with someone. If she's not paired up, then I'd put her first.
Junior Bridesmaids can wear the same colors as your adult bridesmaids. In fact, many designers are offering a junior bridesmaid version of their regualr bridesmaids dresses. One designer, Alexia Designs has a very beautiful selection of junior bridesmaids dresses which match their bridesmaids dresses.
