A valley is a drop in elevation almost concave like in between mountains or plateaus. a plateau is a flat grassy land that has high elevation.

Alaska! It has more mountains in the north. Florida has a flat land Yeah... Alaska has the highest peak in the nation, Mt. McKinley (Mt. Denali). Florida's highest point is only 345 feet at Lakewood, FL in north Walton County!

Each index contour has an elevation associated with it. When you look at 2 contours, one will have a higher corresponding elevation. As you go from the lower elevation to the higher elevation, you know that the land is increasing in the direction toward the higher elevation. From the higher to the lower elevation, the land is decreasing (sloping downward, decreasing in elevation).
The Rocky Mountains are much higher than the Appalachians/Adirondacks, so the west would in general be higher. The coastlines are all pretty much the same elevation though.

The mountains under sea are slightly smaller than the mountains on land. It is possible though that a mountain under sea is the same size or a little bigger though that case stays rare.

A mountain is something that is higher than the rest of the land. You can't be "higher than the rest of the land" unless there is lower land to be higher than. If there were no space between mountains, then all land would be at the altitude of the top of the mountains, and it would all be flat, and there would be no mountains.
Which one do you believe has more mountains? Which state do people snow ski in the winter? Snow usually falls on higher elevations. Mississippi often floods during heavy rain storms do to some low land. Do you think that maybe Colorado might have a higher elevation?

"Elevation" refers to the height of the land above or below sea-level. For example, mountains generally have a high elevation. Coastal regions generally have a low elevation.
