So you'd be looking at three axles total (two wheel assemblies per axle), one of which would be a live axle with a differential, and the other two would be dead axles which are not driven... there'd be a steer axle, and the other dead axle could be a stationary axle, or it could be a lift axle. The powered axle could be either the forward or rear drive axle - it doesn't have to be one or the other.

A tri-axle has two live axles and a lift axle.. if it's located in front of the drive axles, it's known as a pusher... if it's located behind the drive axles, it's known as a tag axle. With a tandem axle setup (which is what tri-axles, quad axles, etc. are, albeit with the addition of dead axles), the driveshaft runs from the transmission output to the power divider. The power divider is a differential which transmits power evenly to both live axles.

The small front wheels allow the wheels to be turned in the alloted space. Additionally, the front axle is a dead axle - it does not drive the machine - so the need for traction and weight distribution on that axle is much less than it is for the live (rear) axle.
