In most places, the office of mayor is an elected office - generally speaking, one must be elected in a local city contest, and pass whatever requirements that the city sets for elected officials. In a few places, the mayor is more of a ceremonial head of the town council, and has only a very little extra power above a normal city councilmember. In this case, the mayor must first be elected to the city council.

In a few countries, the mayor is a appointed by the regional governor.

There really are no formal educational requirements for the position of mayor. This means that a person could become mayor if he or she is popular enough to get the vote.
