Yes, there is quite a bit of Russian steel cased ammo on the market.
There's no reason you wouldn't be able to, although you might not be advised to mix brass cased and lacquer coated steel cased ammo together.
That can't be answered without a specific purpose in mind. Generally speaking, brass cased rounds are more desirable than aluminum or steel cased rounds. For plain target ammo, personally, I used Winchester white box and CCI Blazer brass.
Most 9x19 (also known as 9mm Luger or 9mm Parabellum) loads will cycle through a Glock just fine. It's always recommended that you use brass cased ammo rather than steel cased, but that holds true of most firearms.
For the most part, the steel cased ammunition marketed by Wolf, Brown/Silver/Golden Bear, etc. Keep in mind that Wolf isn't actually the manufacturer, but rather, a marketing companies who obtains the ammo they sell from a number of sources, and not everything they market will be priced so low. Wolf Gold, for instance, is brass cased ammunition made by Prvi Partisan in Serbia, and is considerably more expensive than the steel cased Wolf ammo (such as the Military Classic), which is manufactured at the Tula Cartridge Works in Russia.
Brass cased Wolf products from the Wolf Gold line come with Boxer primers and are reloadable. Steel cased Wolf products (like Military Classic) are not reloadable with standard reloading equipment.
Some studies indicate the repeated use (20,000) of steel cased ammo will prematurely wear the barrel on semi auto rifles. The normal user will not see the difference.
If they haven't given in to the price gouging craze, the aluminum cased CCI ammo used to sell pretty cheaply at Wal Mart. Other than that, gun shows and gun shops are your best bet.
