"Mod" stands for Moderator in this case. A moderator at least tries to keep the game fairly clean. Although they cannot do much in the case of bans and violation points, they can mute players for various amounts of time.
Moderators' chat on global is always in Green. And if they PM you, you will see their username, with [MOD] next to it.
Always respect moderators, and be nice to them. They do not have to help anyone. If you PM them, and they do not PM back right away. Be patient, they are extremely busy and are trying their best to help all players.
