There are three types of moderators on runescape. The Jagex Mods are employees of Jagex and have a gold crown next to their name. Player Mods are players chosen by Jaxex to moderate the game and have a silver crown next to their name. Finally there are Forum Mods which moderate the forums and which all their posts have a green background. Actually an easy way of becoming a moderater on runescape is to ask a friend to go on a account which they don't care about. Then with your friend go to a place where nobody else is. Ask your friend to start swaring then report them 35 times, this should take about 35 minutes as you can only report someone every minute. But your hard work will pay off and Jagex will chose you to be a moderater!

This is only through invitation. There are no applications for moderator. You will be invited via the messaging system. RuneScape looks for players who follow the rules, basically. If another player tells you you are being considered as a moderator, he is trying to scam you, and should be reported. Also, if you receive an email about being a player moderator, it is a scam.
