Oboes are either made of Grenadilla wood (and African blackwood) or Plastic. Plastic is much cheaper but as you could probably guess the Grenadilla oboes have a much better sound.
Plastic is a little bit too general. If they are not made from wood (grenadilla, rosewood), oboes like these:

are made out of ABS plastic.
ABS is the same material that is used for car bumpers. It is rather hard. More info:

Many beginner models are made from black plastic of some sort. The pro models are typically made from a hard wood called Grenadilla. Some valuable older models are even made from Rosewood. The keys are nickel plated.

An oboe can be made at of wood, plastic, ebony or even metal. Classically, the oboe is made of Grenadilla wood (African Blackwood), though Rosewood is becoming more common as the supply of Grenadilla wood continues to shrink. Student oboes are commonly made of plastic resin, and have continued to improve in workmanship and tone quality.
Oboes can be made from either plastic or wood, plastic being more typical for student models. Professional instruments are made of wood, typically grenadilla, but can also be made from specialty woods such as rosewood or violetwood.
An oboe is made out of wood normally, but there are also plastic oboes. Wood ones are more common.
