In the manga series 'Negima,' a Pactio card is the proof a a magical contract between a Master and his or her Attendant. Through the Contract, the Master can give some of her or his magical power to his or her Attendant. The Attendant's role is then to take care of the melee aspects of battle, since mage's are notoriously weak at it.
In cases where the Master's magical or ki powers are exceptionally strong, the Pactio may be used to summon and use a magical Artifact that suits the Attendant's personality and strength.
It has been stated that a special Artifact can come out if the relationship between Master and Attendant is special, therefore all of Imma's Artifacts are the same, whereas Setsuna is the only one with 2 different Artifacts.
Artifact cards can also be used for one-way, short-range telepathic communications between Master and Attendant (both sides require a copy for two-way communications). It can also be used to summon the Attendant to the Master's side.

Negima volume 19 has a bonus 4 pactio cards in sticker form so they are a bit smaller than actual size. They are Asuna, Nodoka, Setsuna, and Konoka. This is the only way to get your hands on some of the pactio cards that I know of.
