A "Fetish" or "Fetisch" means you have a desire for something that is way above a usual 'setting'. The best definition I have heard of a 'fetish' is : "Fetish means you can not perform (sexually) with out it." So, if you have a "Pantyhose Fetish", that means that you can ONLY perform sexually when Pantyhose are involved. If you physically do not *NEED* Pantyhose involved but really really have a strong desire for silky Pantyhose, then you have a great "Passion" for sexy Pantyhose and not a 'fetish'.
