A salt water chlorinator starts with AC voltage whether it be 115 or 230v depending on where you live. then it is converted to 7v-12v dc either through electronic circuit boards or original methods, first through a dimmer (household dimmer works fine, provided it can handle an inductive load, not a resistive load) then through a step-down transformer and then through a rectifier which converts it from AC to DC and then through an Ammeter. this gives you full control over the power and shows an output of chlorine into the pool.
The salt cell receives the DC power and is sent to an anode and a cathode or basically a positive and a negative plate or set of plates depending on what type of salt cell it is. Then a small solution of Salt (NaCl) usually around 3000-7000 ppm is passed through the salt cell and it is basically split up so that the chloride is sent back to the pool which is compressed from a gas to essentially liquid chlorine.

For one thing if it isn't working assuming that there is enough salt in the pool there will be no chlorine in the pool. However there is one way When the chlorine generator is clean and you can see the water running through it Keep the pump running and switch the chlorinator on and of Hen it comes on you will see tiny bubbles coming from the elements when you switch it of you wont. I assume the bubbles are the result of electrolysis and this wont necessarily tel if you are making chlorine but it will tel you if you are getting a current running through the system. Taking a sample of water to the pool shop is another way to see if the water is right.

Yes as a mater of fact that is what salt water pool normally is. With a salt water pool there is a electronic salt water chlorinator installed that uses the salt in the water to create chlorine. However if you don't have a salt water chlorinator and prefer the feeling of a salt water pool then there is no reason not to add salt to the pool as well as keeping up the chlorine yourself.
